Well if you are friends with her friends and she is with them walk up and start talking and introduce yourself.
Be very polite and sweet and say hi how are you doing my name is _____________and yours then take it from there.
Just smile -- nicely -- and introduce yourself. Don't use stupid pickup lines or corny jokes. If you're confident and relaxed, you have a much better chance of getting a girl rather than trying to act like a player.

I agree, saying Hello is the easiest thing! What do you have to lose? Be friendly and have open body language. Be confident in yourself and don't be shy. The rest will follow naturally.

I knew that the girl that I liked was and wanted to ask out was Russian. So I decided to learn a couple of phrases in Russian. And when I invited her to have a dinner with me in Russian she accepted my offer. Try to figure out what is dear to her and use it to ask her out.

Yep "Hi" is a good start. Have something to follow up with though. Pauses in conversations with complete strangers are a queue to conclude the interaction. As far as what to follow up with, that varies a lot based on the environment. I would never say the same thing to someone in a nightclub as I would in a library.
